BOTH  caused weird artifacting/flickering in the bottom right of the screen

This is not caused by scaling but from having DSC enabled on my monitor.  Disabling this setting fixed the flickering.

 

Installing Nouveau did not work.  maybe with disabling DSC would make it work properly.
